NASA launches next-generation communications satellite

Jan. 30, 2013 ? The first of NASA's three next-generation Tracking and Data Relay Satellites (TDRS), known as TDRS-K, launched at 8:48 p.m. EST Wednesday (Jan. 30) from Cape Canaveral Air Force Station in Florida.

"TDRS-K bolsters our network of satellites that provides essential communications to support space exploration," said Badri Younes, deputy associate administrator for Space Communications and Navigation at NASA Headquarters in Washington. "It will improve the overall health and longevity of our system."

The TDRS system provides tracking, telemetry, command and high-bandwidth data return services for numerous science and human exploration missions orbiting Earth. These include the International Space Station and NASA's Hubble Space Telescope.

"With this launch, NASA has begun the replenishment of our aging space network," said Jeffrey Gramling, TDRS project manager. "This addition to our current fleet of seven will provide even greater capabilities to a network that has become key to enabling many of NASA's scientific discoveries."

TDRS-K was lifted into orbit aboard a United Launch Alliance Atlas V rocket from Space Launch Complex-41. After a three-month test phase, NASA will accept the spacecraft for additional evaluation before putting the satellite into service.

The TDRS-K spacecraft includes several modifications from older satellites in the TDRS system, including redesigned telecommunications payload electronics and a high-performance solar panel designed for more spacecraft power to meet growing S-band requirements. Another significant design change, the return to ground-based processing of data, will allow the system to service more customers with evolving communication requirements.

The next TDRS spacecraft, TDRS-L, is scheduled for launch in 2014. TDRS-M's manufacturing process will be completed in 2015.

NASA's Space Communications and Navigation Program, part of the Human Exploration and Operations Mission Directorate at the agency's Headquarters in Washington, is responsible for the space network. The TDRS Project Office at NASA's Goddard Space Flight Center in Greenbelt, Md., manages the TDRS development program. Launch services were provided by United Launch Alliance. NASA's Launch Services Program at the Kennedy Space Center was responsible for acquisition of launch services.

App d to Fail: Mobile Health Treatments Fall Short in First Full Checkup

Early trials using mobile technology including text messaging and apps lack rigor and show mixed results

Health care via mobile technology is still in its infancy. Of 75 trials in which patients used mobile tech, such as text messaging and downloadable apps, to manage a disease or adopt healthier behaviors, only three showed reliable signs of success, according to a systematic survey. In an accompanying survey of medical personnel who used smart phones and other devices, to help deliver care, the same team found more success: 11 of 42 trials had positive, reliable results.

Yet mobile device-aided health care, called mHealth, attracts a lot of attention and dollars, as U.S. National Institutes of Health director Francis Collins wrote last year in Scientific American. In 2012 venture capital firms invested more than $900 million in mHealth, according to a report by Mobile Health Market News.

?There?s a lot of enthusiasm for [mHealth] but [its effectiveness] wasn?t very clear,? says epidemiologist Caroline Free of the London School of Hygiene and Tropical Medicine in England, the lead author of the reviews. In 2011, for example, the World Health Organization found that only 12 percent of mobile health initiatives included an evaluation.

So Free and colleagues conducted the reviews, which appear in PLoS Medicine, she says, to ?put us in the position of knowing exactly in which areas there was good evidence where the evidence was promising.? That information could help investors and researchers make better decisions about how to identify, improve and promote the best mobile health treatments.

In the first review, the team identified 334 relevant mHealth trials in seven medical databases. Most of the trials used text messaging to interact with patients, although some interacted through dedicated applications, downloadable audio and video or the Web. Only 75 of those trials included a control group, which allows researchers to compare experimental interventions with doing nothing.

Of the 75 controlled trials, 26 sought to change patient behavior by methods that included increasing exercise and 49 sought to help patients manage diseases medically such as by taking pills on time. That may not seem like many studies, but medical doctor Rahul Chakrabarti at Monash University in Australia, co-editor of the Journal of Mobile Technology in Medicine, calls it the most comprehensive meta-analysis of mHealth evidence to date.

The bad news is that most trials had weak designs, such as failing to randomize participants in the control group and the experimental group. Others relied on participants to self-report the results, but such methods can be unreliable. Free says such trials should use biochemical tests, instead. In some cases, it?s too early to tell whether a result, such as smaller waist size, would last long enough to improve participants? health. Most trials also neglected the developing world, where mobile phones have the most potential to improve access to health care. ?This does not undermine the outcomes,? Chakrabarti says, ?but shows that going forward, there is a clear need for improved methodology.?

There were a few promising, reliable trials: For instance, receiving text messages helped smokers quit in one trial that did verify its results with biochemical tests. Reminders also helped diabetics stick to their treatments in another trial. In the only successful developing-world trial, in Kenya, SMS reminders to take antiretroviral drugs helped reduce HIV virus counts.

    Detroit edges closer to bankruptcy filing

    DETROIT - At the Detroit Auto Show earlier this month, luxury was in the air. Pricey new Bentleys and Maseratis glittered - including a Maserati 2014 Quattroporte with a $132,000 price tag; U.S. Cabinet Secretaries and dignitaries rubbed shoulders; and many of the well-heeled attendees ponied up for a $300-a-ticket black-tie charity ball.

    But in a city that is slowly dying, the glitz didn't extend much beyond the Cobo Center exhibition hall.?General Motors Co. and Chrysler, which along with Ford Motor Co. gave the Motor City its identity, survived near-death experiences after filing for bankruptcy during the financial crisis.?

    Now, Detroit itself is edging closer to a similar precipice, only unlike the automakers, its chances of getting a federal bailout are almost nonexistent.

    The story of Detroit's decline is decades old: Its tax revenue and population have shrunk and labor costs have remained out of whack. But the city's budget problems have deepened to such an extent that it could run out of cash in a matter of weeks or months and ultimately be forced into what would be the largest-ever Chapter 9 municipal bankruptcy filing in the United States.

    Frustrated by the lack of concrete progress, Michigan Governor Rick Snyder, a Republican, last month appointed a team to scour the city's books. The audit could result in a state takeover of Detroit's finances through the appointment of an emergency financial manager. Such a manager, who would seize control of the city's checkbook, could then propose federal bankruptcy court as the best option.

    Snyder, who has called the situation "a crisis in terms of financial affairs," said the team would deliver its report in February.

    "Detroit is teetering on the verge of bankruptcy after the City Council has failed to make the necessary cuts to deal with having a smaller population," said Rick Jones, chairman of the Republican majority caucus in the state Senate.

    Jones, who has indicated he does not favor a bankruptcy, said he would like to see an emergency manager installed to fix the city's problems. If that failed, there would be a case for finding a way to shrink the Detroit municipal area, he argued.

    Detroit's population is now just over 700,000 - down 30 percent since 1990 - but the city still has to provide services to an area encompassing more land than San Francisco, Boston and the borough of Manhattan.

    While Democratic Mayor Dave Bing and the Detroit City Council have moved to reduce spending and initiate some reforms to stave off a takeover, including layoffs and wage and benefit cuts, the progress may not be enough for Michigan officials and lawmakers.

    Streets without lights
    In the booming post-Second World War era, Detroit was America's fifth-largest city. Today, it ranks 18th. In addition to a sharp population decline, it suffers from high unemployment related to a loss of businesses, a flood of home foreclosures and a cut in state funding. That has led to shriveling revenue, leaving the city unable to afford a workforce of more than 10,000 and the surging health and pension costs that go with them and with its retirees. As a result, credit ratings on Detroit's approximately $8.2 billion of outstanding debt have sunk deeper into junk territory.

    The city's labor costs, including health care and pensions, are shrinking in absolute terms but rising as a share of the budget. They are slated to drop to $968 million, or nearly 49.5 percent of the operating budget, in the fiscal year ending June 30 versus $1.14 billion, or 45.5 percent, a year earlier.

    Signs of decline are everywhere - in a rising crime rate, streets without lights and block after block of abandoned buildings. The murder rate of one per 1,719 people last year was more than 11 times the rate in New York City. The jobless rate is above 18 percent, more than twice rate for the country as a whole.

    A bankruptcy would be messy.

    The interests of creditors would likely collide with those of labor unions wanting to protect workers' benefits, said Eric Scorsone, a Michigan State University economist who has written papers on municipal bankruptcy and on the state's emergency manager laws.

    "It is going to require the players - the City Council, the mayor, the state - to be on the same page. If you go into bankruptcy with a lot of conflict and dissent, it's going to cost more," said Scorsone.

    It could also be racially explosive. Detroit has the largest percentage of black people of any U.S. city, with 83 percent of the population identifying themselves as African American, black or Negro, according to the 2010 U.S. census. Most of Michigan's state government, including the governor's office, is run by white Republicans. ?

    Detroit Council Member JoAnn Watson, who along with two other members of the city's all-black City Council has been resisting reform measures, said she is still hopeful of a federal bailout or an injection of state money that she claims the city is owed.

    Mayor Bing would not comment for this story.

    Consequences
    The automakers have little to say publicly about the crisis. Most of their operations in Michigan are now outside Detroit, and getting any top executive to even discuss the possibility of a city bankruptcy was almost impossible at the auto show. "I don't want to get into the politics," said GM CEO Dan Akerson, while Chrysler CEO Sergio Marchionne said: "I don't see what the consequences would be for us."

    One of the city's biggest challenges is its complex set of labor agreements with a whopping 48 bargaining units that represent most of the city's workforce.

    Max Newman, a bankruptcy attorney at Michigan-based Butzel Long, said a Chapter 9 bankruptcy could help the city throw out its collective bargaining agreements with unions.

    Costs would have to be tackled since Detroit cannot just jack up taxes to reduce the cumulative budget deficit, which grew to $326.6 million in fiscal 2012 from $196.6 million in fiscal 2011. The state would likely resist tax increases, and they might only make matters worse anyway. "If taxes go up any further it would exacerbate the flight out of the city," Newman said.

    But for some of those who have seen Detroit struggle for years, bankruptcy is starting to look like the least awful option - even though it will be painful.

    "I think...off and on, that it wouldn't be a bad idea," said former Ford chief financial officer Allan Gilmour, now the president of Detroit's Wayne State University. "Let's clean this out once and for all."

    My Battle With An Eating Disorder, Part 2 | Zach Moore Fitness

    First, I just want to say thanks to everyone that responded to Part 1.? I received a lot of wonderful messages and feedback.? This is not something easy to talk about, but knowing I have your support has made me feel good about my decision to write on the topic.? If you have not read Part 1, click HERE.

    Getting My Life Back

    So, I made it my goal to gain muscle and improve my health.? I had been severely underweight, and after my time at the eating disorder clinic I had gained about 10 lbs.

    So I was sitting around 135 and still severely depressed and unhealthy.? I had no energy, libido, confidence, social life, or hobbies.? I continued to study a lot because school was the only thing I felt good at.? I received a lot of recognition and praise from my professors, and it was the only thing that made me feel good about myself.

    As I mentioned in the previous article, I got very interested in nutrition around the time I entered the clinic.? I also began reading a lot into resistance training because I knew I needed to gain weight, but I wanted it to be ?healthy weight?.? From what I was reading, lifting weights was the best way to gain muscle.

    The material I was reading made me very inspired.? I was reading stories about guys who were very skinny and packed on a lot of muscle doing this or that program.? There were a ton of resources, but a lot seemed very focused on gimmicky marketing and false promises ? they only seemed to care about selling me something.

    Luckily, I stumbled onto John Berardi?s ?Scrawny to Brawny? book.? I did not buy the book right away because I was afraid it was another scam.? Instead, I began reading a lot of John Berardi?s articles online.? He was very similar to me ? he had been scrawny and put on a bunch of muscle by eating a lot and training hard.? He also has a PhD in nutrition, and his nutritional philosophy resonated with my own ? focus on whole nutritious foods.

    His message was exactly what I needed to hear:? Eat a lot of good, clean food and train hard to gain muscle.

    The idea of being able to eat healthy and gain muscle sounded great to me so I bought the book.

    There were only two problems.? First, I had two knee surgeries on the same knee, and they were both unsuccessful in improving my pain and function.? Second, I was born with only one arm, and therefore, did not think I could perform many of the big, compound movements (i.e. squats, deadlifts, barbell presses) that Berardi was recommending to put on muscle.

    So, to overcome the first problem I read a ton into knee rehab.? I eventually found Mike Robertson?s ?Bulletproof Knees?, which is a great resource for anyone dealing with knee pain.? Robertson also placed an emphasis on strengthening certain muscles with resistance training to improve knee pain and function.

    After my second surgery, the doctors had given me free reigns to perform strengthening exercises and told me that they could be beneficial, but the only ones they had me try were leg extensions, lunges, and leg presses.

    I had joined the local YMCA to try out these exercises, but, out of the three, I could only perform leg presses pain free.? I later learned that my lunge execution was terrible, which is why it caused pain.? As for the leg extension machine, I would not recommend it to anyone ? especially someone with knee pain.

    Berardi, along with Robertson, were huge fans of squats and deadlifts, but the doctors had never mentioned those to me (they probably assumed, for good reason, I would not be able to perform them).

    I decided to go to the gym and try to squat.? Unfortunately, I could not back squat because of my arm, but I found out that I could front squat without pain.? You have no idea how excited I was!!? I could finally squat, which according to everything I was reading was the best mass building exercise of all time!

    So, equipped with my squat routine, I was no longer afraid to pound some good food.? I followed as much of ?Scrawny to Brawny? as I could.? There were still many exercises that I had to swap out, but I slowly found ways to do most exercises.

    I eventually bought a hook for my right arm to hold dumbbells and cable attachments and later bought a truck strap to hang over my right shoulder for deadlifts.

    I loved it!!? I now had a hobby that took my mind off studying and food.? I also loved the challenge of lifting weights.? I always had a goal with each session and looked forward to it.? My knee pain was also slowly starting to improve although I still had to stay away from some exercises because of pain.? And I was gaining weight!? This was during my senior year of undergrad ? 2008.

    When I was not in the gym lifting or in class, I was reading and learning more about the body and how to optimize health through exercise and nutrition.? It was all fascinating to me ? I loved it.

    I ended up going to grad school because I still had no idea what I wanted to do with my life.? My professors were trying to convince me that I should go the PhD route, but I went for the master?s first.

    During the summer between my first and second year of grad school, I decided to go visit Mike Robertson?s gym (IFAST) on the north side of Indianapolis.? The prices were pretty steep for a student, but I was very passionate about learning more and getting my knee even better.? I also knew Mike and Bill Hartman (the other owner) placed an emphasis on getting people stronger, which I definitely wanted.

    I ended up meeting Mike and signed up for a 2 week free trial at the gym.? Long story short, I became a member at the gym from summer 2009 to summer 2010 when I started an internship at IFAST (I had just graduated from my masters program).? After the internship, I was brought on full time as a coach where I still am today.

    During this time, I have put on about 35lbs (currently 170), have zero knee pain, and feel great.? I am also probably the happiest I have ever been.? I have wonderful clients and have found a purpose in life that I am extremely passionate about ? helping others achieve a healthy and happy body through proper nutrition and sufficient exercise.

    Mental Battles

    Now, I do not want to make it sound like I just got over my eating disorder as soon as I started lifting weights.? I was no longer starving myself, but I was afraid of fat gain and struggled more and more with my body image.? I battled with an irrational fear that if I did not lift or eat well then I would get fat.

    After you recover from an eating disorder, it is hard to trust your body?s hunger signals especially when you are trying to gain weight.? In my case, my body was starving for nutrients, however, my stomach had shrunk so much from undereating.? Therefore, attempting to eat significantly more was not easy.? I often felt sluggish and low in energy.? This did not make sense to me at the time because my food intake was through the roof.? Now I know it was because my metabolism had slowed down a lot to prevent me from losing more weight and because my stomach had shrunk so much.

    I began dreading my meals ? I was usually full from the previous one and did not enjoy them as much as I used to.

    I am sure people that have tried to gain weight know what I am talking about.

    So some days I would go back to my lower food intake and would feel much better.? However, at the end of these days I would always feel bad ? I knew down deep that this was not the solution.? So I had many internal battles going on.? I feared gaining fat, hated feeling sluggish and tired, and wanted to enjoy my meals again.

    One thing that saved me was an irrational fear that I would starve if I did not keep up my food intake.? I did not just think I would lose my muscle, I literally feared that I would starve if I did not eat often.? This was a new feeling I began having during my recovery.? If I went to class or on a road trip I would pack a lot of food with me for fear that I would be stranded without food for long periods of time.

    The other thing that kept me eating big was my goal ? I wanted to be bigger.? I wanted back the confidence I used to have!

    Another strange thing started happening ? I began noticing other people?s food intake.? It never bothered me, nor did I? judge someone if they were eating ?unhealthy?.? What did bother me was when I felt like someone was restricting their food intake or not eating as much as they should ? especially other guys.? I would either think that they had an eating disorder or that I was eating too much and again question my weight gain.

    I continued to stick to my guns and eating big, on the average.? Like I said above, there were some days I would go lower, but the bad feeling I had after made me get back on track.

    After several months these irrational fears and emotions began decreasing in intensity.? I realized that I just needed an insanely high food intake and that it would not all turn to fat.

    Also, I really believe all of the reading and education I gained from that on nutrition, exercise, and eating disorders helped a lot.? I was able to rationalize why I was feeling the way I was and overcome my body?s signals, which had been thrown off from being severely underweight.? In a healthy person, the body has complex processes that allow it to stay within a certain body weight range.? After being skinny for several years my body had slowed its metabolism to a halt to keep my weight from going any lower.? However, as soon as I increased my food intake, it revved up to keep my weight where it was.

    I was also able to battle with my irrational fears and emotions by gaining more knowledge of my body.? I knew down deep that I needed more calories than I was consuming, that I would not all of a sudden gain a bunch of fat if I ate a piece of pizza, and that other people may need significantly less food than me to maintain their weight.

    Overcoming these mental battles has been a slow process, but the more educated I become and the longer I have been involved with training and lifting the better I seem to get.? I now realize that it is fairly easy for me to maintain what I have.

    I have come to realize that your gains and health are not going to wither by missing a couple of sessions here and there or going out for pizza and drinks with your friends.? Time is too short to not enjoy life and relax a little.

    Coming to this realization was probably the biggest benefit for me.? I am such an obsessive compulsive person that I like to be on a strict routine.? When I was struggling with my ED, if I got out of my routine my anxiety was through the roof.? I am now much more at ease if this occurs.

    I am still working on these things and probably will have to for the rest of my life, but I am aware of them and they no longer interfere with my life.? I am very happy with where I am now.

    Getting My Confidence Back

    Once I reached a fairly healthy weight, people stopped harping on me about eating ?clean? and because of this my fear of eating around others disappeared.? I also began receiving more and more questions on how to eat better for health and fitness.? I was no longer viewed as someone with an obsessive problem ? people began seeking out my knowledge because I now appeared healthy.

    This gave me a lot of confidence in myself ? people seeking out my knowledge and knowing that I appeared healthy and fit to them.? I also felt confident in my knowledge and ability to help others.

    Being a strength coach at IFAST has also helped me build more and more confidence in myself.? I enjoy helping others and feel like I am pretty good at what I do.? I think having the ED has definitely helped me be a better coach.? I understand that there is a lot more to health and fitness than ?eat less and exercise more?.?? There are many factors that one has to work on to truly achieve a healthy and happy body.

    If you are struggling with this condition or are on your road to recovery, then just be consistent with taking care of yourself.? Eat a lot of good food, find things that you love, or used to love doing, and do them, and fill yourself with positive emotions.? These are all way easier said than done, but you have to try.?     NCAA hopes sports science center helps with safety

    INDIANAPOLIS (AP) ? The NCAA says it is committed to ensuring the safety of all college athletes and plans to open a national sports science institute to make playing sports safer.

    The comments came in a statement emailed to The Associated Press on Monday night, the day after President Barack Obama acknowledged that if he had a son, he would have to think about letting him play football. The NCAA did not specifically address Obama's comments about football, choosing instead to address the broader issue.

    "Student-athlete safety is one of our foundational principles," the statement read. "Throughout its history, the association and its member institutions and conferences have specifically addressed the prevention of student-athlete injuries through a combination of playing rules, equipment requirements, medical best practices and policies."

    But now the governing body is taking a bold new step ? starting the NCAA's Sports Science Institute, which will be run by Dr. Brian Hainline, a neurologist with extensive sports medicine expertise. He was hired as the NCAA's first chief medical officer in October so he could lead the center.

    "In an effort to identify solutions and opportunities to ensure student-athlete health and safety, the NCAA will continue to lead extensive outreach and collaboration with the medical, scientific and athletics communities," the NCAA said. "This Institute will function as a national resource to provide safety, health and medical expertise and research for coaches, medical staff, and athletics administrators, including a national task force for collegiate football safety."

    This isn't the first time college football has come under fire from an American president.

    In 1905, with violence on the rise, President Theodore Roosevelt asked football coaches from Harvard, Princeton and Yale to visit the White House. There, he encouraged them to reform the game, and that winter, they created the organization that became the NCAA and legalized the forward pass.

    The change worked.

    Within two decades, the popularity of college football was so great it led to the formation of a pro league that would be renamed the National Football League in 1922.

    Now, Obama is weighing in.

    "I think that those of us who love the sport are going to have to wrestle with the fact that it will probably change gradually to try to reduce some of the violence," Obama told The New Republic.

    "In some cases, that may make it a little bit less exciting, but it will be a whole lot better for the players, and those of us who are fans maybe won't have to examine our consciences quite as much."

    College football, however, drew some of Obama's greatest criticism.

    "The NFL players have a union, they're grown men, they can make some of these decisions on their own, and most of them are well-compensated for the violence they do to their bodies," Obama said. "You read some of these stories about college players who undergo some of these same problems with concussions and so forth and then have nothing to fall back on. That's something that I'd like to see the NCAA think about."

    The recent emphasis has been on concussion awareness.

    Some schools, such as Indiana and Virginia Tech, have used sensors inside players' helmets to measure the impact of hits to a player's head. Both the NFL and the NCAA have instituted stricter policies about allowing players to return from concussions, and both the NFL and NCAA have been named in concussion-related lawsuits.

    The movement has even trickled down to youth football.

    USA Football, an organization backed by the NFL, has introduced the Heads Up program ? an online educational program for parents, youth coaches and commissioners that teaches proper tackling techniques they hope will lead to fewer concussions. In March, USA Football, which is based in Indianapolis, plans to bring more than 20 current and former coaches to Indy to help train a group of "master trainers" that will help more than 100 youth leagues across the nation.

    Some players at the Super Bowl said they had no problem letting their sons play football. Count former NFL offensive lineman Tony Boselli among that group. He responded to Obama's comments on Twitter, by writing: "Interesting, I do have boys and I am thinking long & hard about them getting near politics. No problem them playing football."

    Arrests made in Brazil fire as funerals begin

    SANTA MARIA, Brazil (AP) ? Brazilian police say they've made three arrests and are seeking a fourth person in connection with a nightclub fire that killed more than 230 people.

    Inspector Ranolfo Vieira Junior said at a Monday press conference that the arrests are for investigative purposes. He says the detentions have five-day limits.

    He declined to identify those arrested or the fourth person sought.

    More than 230 people died early Sunday during the fire at a university party in southern Brazil. Police have said they think a band's pyrotechnics show ignited sound insulation on the ceiling, causing the blaze.

    The Zero Hora newspaper quotes lawyer Jader Marques as saying his client Elissandro Spohr, a co-owner of the club, was arrested. The paper also says two band members were arrested.

    Funerals began Monday in the city of Santa Maria, Brazil, where the blaze took place.

    Ryan says deep budget cuts likely unavoidable

    WASHINGTON (AP) ? The chairman of the House Budget Committee says Republicans will oppose tax increases and, as a result, deep, unpopular budget cuts will likely take effect.

    Republican Rep. Paul Ryan of Wisconsin told NBC's "Meet the Press" on Sunday that automatic spending cuts are scheduled to take hold because, quote, "Democrats have opposed our efforts to replace those cuts with others."

    Democrats have insisted taxes be part of the equation to dodge across-the-board spending cuts that are set to hit the Pentagon and many domestic programs. The spending cuts were set in motion in the hopes of spurring lawmakers to strike a large-scale deal to reduce the deficit.

    Ryan was the 2012 vice presidential nominee. He says the country is heading toward a debt crisis if it doesn't confront its spending.

    Somali government arrests 3 over scholarship fraud

    MOGADISHU, Somalia (AP) ? Three officials have been arrested for mismanaging a scholarship scheme that sends Somali students to Turkey, Somalia's education minister said Saturday, a sign that the fledgling government is committed to fighting the corruption that contributes to the country's failed-state status.

    Minister Maryan Qasim Arif said the officials were arrested for offering the scholarships to undeserving students. The officials include the ministry's former director general, who faced widespread accusations that he took bribes, Arif said.

    "We are aware of the arrest of the ministry's former director general and two other persons after public complaints about fraud," Arif said.

    A probe into the scam is under way, she said.

    Ranked as the world's most corrupt country by Transparency International, Somalia is now recovering from decades of war and strife. Somalia held elections last year following the success of Somali and African forces in ousting Islamist extremists from the capital, Mogadishu, a city that is now coming to life for the first time in 20 years. The city government has repaired potholed streets and installed streetlights, and Western-style restaurants are opening, including near Mogadishu's beach front, where men and women swim together without fear of punishment from militants.

    In a sign of the country's progress, the United States last week officially recognized Somalia's government for the first time in two decades. The U.S. hadn't recognized a Somali government since warlords toppled dictator Mohamed Siad Barre in 1991.

    At his inauguration in September Somali President Hassan Sheikh Mohamud vowed to fight official corruption and to create "an effective justice system" that serves all Somalis.

    "I promise (that) my government will deliver a new democratic beginning," Mohamud said at the time.

    The arrest of the education officials suggests that Mohamud's government will at least try to combat the kind of graft that, along with prolonged war, contributed to Somalia's reputation as a dysfunctional state.

    In a similar case of suspected corruption, Somalia's chief justice has suspended three appellate court judges for unlawfully releasing a defendant charged with the killing of two foreigners who worked for the aid group Doctors Without Borders.

    "They were demoted and suspended because they have released a criminal without due process," Chief Justice Aideed Ilko Hanaf said in an interview with The Associated Press.

    The suspect, Ahmed Salad Hassan, was charged with the murder of Belgian Philippe Havet and Indonesian Andrias Karel Keiluhu inside the aid group's compound in Mogadishu in December 2011.

    Davis-White match US record with 5th dance title

    OMAHA, Neb. (AP) ? With a world title and an Olympic silver medal of their own already, Meryl Davis and Charlie White were quite happy to share this latest accomplishment.

    Davis and White won their fifth straight ice dance crown at the U.S. Figure Skating Championships on Saturday, matching a record held by four other couples. As the audience stood and cheered, Davis knelt close to the ice for several seconds, her head bowed.

    "Being in such an elite group of American ice dancers from the past and seeing that we belong with them, it's special," White said. "All the hard work and our families and their dedication, our support group ? you need a lot of things to come together to make that happen, including staying healthy. There are a lot of little things. I'm proud of us for being able to stick with it, and our continuing love for the sport has helped a lot.

    "I'm pleased and I couldn't be more proud."

    Judy Schwomeyer and James Sladky (1968-72); Judy Blumberg and Michael Seibert (1981-85); Naomi Lang and Peter Tchernyshev (1999-2003); and Tanith Belbin and Ben Agosto (2004-2008) also won five straight titles.

    Elizabeth Punsalan and Jerod Swallow also won five, but not in consecutive years.

    The Olympic silver medalists and 2011 world champions had had such a big lead after the short dance they had to do little more but step on the ice to win. But they did so much more than that with their dramatic and powerful routine to "Notre Dame de Paris," setting personal bests for both overall score (197.44 points) and free dance (118.42).

    They finished more than 20 points ahead ? yes, you read that right ? of Madison Chock and Evan Bates (175.91). Maia and Alex Shibutani were docked a point for an extended lift and finished third (174.21).

    Earlier Saturday, Marissa Castelli and Simon Shnapir overcame a big mistake to win their first pairs title.

    "Coming to the U.S. Championships is a good time and there's always a positive energy," Davis said. "It's such an honor to come here. I think being able to perform really well pushes us to put out a better performance, and we are honored to get the results that we did."

    For generations, Americans weren't even an afterthought in ice dance. They were so far below the world powerhouses it's a good bet the Russians and British didn't even know their names.

    But that has changed in the last 10 years, and Davis and White now set the standard in the sport. Their rivalry with Canada's Tessa Virtue and Scott Moir is the best thing going, with the training partners playing a game of "Can you top this?" Virtue and Moir edged the Americans at the Vancouver Olympics, as well as at the 2010 and 2012 world championships. The Americans won the world title in 2011, as well as the last four Grand Prix finals.

    Though they have no peers in the United States, that doesn't mean they coast when they come to nationals.

    Far from it.

    "That energy only pushes us and makes us feel even more excited," Davis said.

    Their performance was spellbinding, so intense no one in the arena dared breathe. Every inch of the ice, every nuance of music was filled with intricate and elegant moves, one more difficult than the next. Their skating skills have always been superb, their edge quality so fine that coaches pop in DVDs of them to show their students.

    But it is the way they combine the athletic strengths with the beauty and elegance of a dance that makes them so breathtaking. They are a sporting event and a theater show rolled into one. Their lifts can barely be described they were so intricate and innovative. In one, White twirled Davis like a rifle and whipped her from his front to back all while skating and turning at full speed.

    They oozed emotion, using the tips of their eyelashes all the way down to the toes of their feet to express the character of the dance, and the audience was as exhausted as Davis and White when they finished.

    Chock and Bates and the Shibutanis have the misfortune of trying to compete with that, and there was no way they could come close. At least, not now.

    Chock and Bates' lifts are filled with unique positions, and they were done with great speed and control. But it was the love story they displayed to "Dr. Zhivago" that was so delightful. Close your eyes, and you could almost see the horses and the sleigh in the falling snow.

    "It's been such a great season," Chock said. "We have been working very hard, and we hope to keep getting better and better from here."

    The Shibutanis' routine to "Memoirs of a Geisha" was seamless, the elements flowing from one to the other so perfectly it was impossible to tell where one ended and the next began. The siblings opened with a pairs spin that was better than anything seen during the actual pairs competition earlier in the afternoon, and it lasted for what seemed like forever ? no easy feat to maintain that speed and momentum.

    Their twizzles ? traveling spins ? are, simply, exquisite. They are done in perfect unison, right down to the raising of their arms while they spin. Their big flaw was that he held his sister too long on a lift, a mistake they also made in the short dance.

    Pakistan admits to holding 700 militants without charge

    ISLAMABAD (Reuters) - Pakistan is holding 700 suspected Islamist militants without charge under a law that has come under fire from human rights groups, its attorney general said on Thursday.

    The admission marked the first time that the strategic U.S. ally detailed how many militants it is holding in the tribal areas of the northwest under the Actions in Aid of Civil Power Regulations law.

    "There is a military operation in Waziristan. Under the law we cannot try these 700 people, nor can we release them, unless the operation is over," Attorney General Irfan Qadir told the Supreme Court, referring to a tribal area near the Afghan border.

    In December, Amnesty International condemned the law, saying it "provided a framework for widespread human rights violations to occur with impunity".

    "Many of the men held by the Armed Forces are subjected to enforced disappearance, tortured or otherwise ill-treated while in custody," said the report.

    Pakistan's military has denied allegations of abuses.

    Pakistan's Taliban, which is close to al Qaeda, is waging a violent campaign to topple the government and impose its radical interpretation of Islam. It has carried out suicide bombings and assaults which have killed both civilians and security forces.

    Pakistani intelligence services and security forces have come under closer scrutiny by the Supreme Court, which has challenged intelligence agencies and ordered investigations into missing persons.

    The Supreme Court is currently hearing a case of seven suspected militants held without charge since May 2010.

    Pakistan's intelligence agency produced the men in court last February on judicial order. Several were in terrible physical condition and could barely walk.

    The Supreme Court is calling for their release and has asked intelligence agencies to explain why the men are being held.

    Selfish, ignorant, dangerous: Europe's anger over Cameron speech

    BERLIN/PARIS (Reuters) - Britain's European partners heaped scorn on Prime Minister David Cameron's demand for radical reform of the EU and promise of an "in-out" referendum on UK membership, calling it reckless and ignorant of EU decision making.

    "If Britain wants to leave Europe we will roll out the red carpet for you," quipped French Foreign Minister Laurent Fabius, a barbed riposte to Cameron who last year used the same phrase to invite wealthy French tax exiles to Britain.

    Demanding changes in the rules was as if Britain had joined a football club and then suddenly said "let's play rugby", said Fabius.

    German Foreign Minister Guido Westerwelle said Britain could not treat Europe like an "a la carte" menu from which it could pick and choose policies it liked.

    "Cherry-picking is not an option," he said.

    Martin Schulz, the head of the European Parliament which with the European Commission was the butt of Cameron's criticism of "sclerotic" EU decision-making, was just plain angry.

    Britain was pointing the finger but was "overwhelmingly to blame for all the delays in Europe", said Schulz. "He just wants change in the single interest of Britain and that's not fair."

    In Germany, where Angela Merkel's conservative sympathies for Cameron's party are overshadowed by anger at their exit from the centre-right EU bloc and his veto of her fiscal pact, the view is that the UK premier has painted himself into a corner.

    German politicians face eurosceptic pressures of their own but say Cameron pays too much attention to a loud minority.

    "Cameron is using EU membership as a tactical tool for domestic politics," said Manuel Sarrazin of the German Greens.

    The response to Cameron's long-awaited speech was not uniformly negative. Among sympathisers was Czech Prime Minister Petr Necas, whose government was the only one other than Britain's not to sign the fiscal pact. He said he shared Cameron's wish for a "more flexible, more open" EU.

    Mark Verheijen, a lawmaker from Dutch Premier Mark Rutte's Liberal Party which shares Cameron's concerns but does not want an opt-out, called it a "strong speech" with good reform ideas.

    But such voices were largely drowned out by those who saw danger for the European project if countries were allowed to demand opt-outs from EU policies they did not like.

    Carl Bildt, the Swedish foreign minister, said the idea of flexible membership floated by Cameron "sounds fine" but would lead to there being "no Europe at all. Just a mess."

    PLAYING WITH FIRE

    Even if opinion to Britain were warmer, it is far from clear how it could initiate and successfully pilot a treaty negotiation, EU officials said.

    Guy Verhofstadt, former Belgian prime minister and now leader of the liberals in the European Parliament, said the British premier was "playing with fire" by trying to renegotiate EU membership and put it to the vote.

    "His speech was full of inconsistencies, displaying a degree of ignorance about how the EU works," said Verhofstadt.

    Verhofstadt said granting Britain wholesale opt-outs from common European rules and regulations risked precipitating an unravelling of the EU and its internal market.

    The alarm is not confined to Europe. Britain has also been warned by the White House and a host of business leaders that it would lose global influence if it left the EU.

    Joseph Nye, a former U.S. defence department official and professor at Harvard, said "Europe with Britain in it is much more powerful and important than without it". President Barack Obama "very much wants Britain to remain in the EU", Nye told a panel at the Davos World Economic Forum.

    Cameron gave EU leaders advance warning of his speech and some, even if they did not like what they heard, agreed with him that it was high time for an honest debate about reform.

    "It is time, as Cameron said, for a more intense debate on democracy and transparency in the EU," said Sweden's EU Affairs Minister Birgitta Ohlsson. "But we can discuss these issues within the EU."

    EU diplomats said plans for a referendum in 2015-2017, based on proposals that had not yet been proposed much less negotiated, allowed for far too much uncertainty.

    "Basically it boiled down to: 'Let's re-elect me, let's then change our ties with Europe, and then let's have a referendum on something that's not defined yet'," said one EU diplomat.

    Peter Mandelson, a former EU trade commissioner and veteran British government minister from Cameron's Labour opposition, called it a "schizophrenic" speech and said Europe would not respond positively to being treated as a "cafeteria service where you bring your own tray and leave with what you want".

    Jolyon Howorth, a British scholar of European politics, said the EU might be better off without Britain as it would then be free to work towards the vision of a federal Europe, "unhampered by the brake-man on the caboose".

    Cameron to promise Britons straight choice on EU exit

    LONDON (Reuters) - Prime Minister David Cameron will promise on Wednesday to give Britons a straight referendum choice on whether to stay in the European Union or leave, provided he wins an election in 2015.

    Cameron will end months of speculation by announcing in a speech the plan for a vote sometime between 2015 and 2018, shrugging off warnings that this could imperil Britain's diplomatic and economic prospects and alienate its allies.

    In extracts of the speech released in advance by his office, Cameron said public disillusionment with the EU is at "an all-time high".

    "It is time for the British people to have their say. It is time to settle this European question in British politics," he said in the extracts, adding that his Conservative party would campaign for the 2015 election promising to renegotiate Britain's EU membership.

    "And when we have negotiated that new settlement, we will give the British people a referendum with a very simple in or out choice to stay in the EU on these new terms; or come out altogether. It will be an in-out referendum."

    Whether Cameron will ever hold the referendum remains as uncertain as the Conservatives' chances of winning the next election due in 2015.

    They trail the opposition Labour party in opinion polls, and the coalition government is pushing through painful public spending cuts to try to reduce Britain's large budget deficit that are likely to upset voters in the meantime.

    Cameron's promise looks likely to satisfy much of his own party, which has been split on the issue, but may create uncertainty when events could put his preferred option - a looser version of full British membership - out of reach.

    The move may also unsettle other EU states, such as France and Germany. European officials have already warned Cameron against treating the bloc as an "a la carte menu" from which he can pick and choose membership terms.

    His speech in London is also likely to disappoint the United States, a close ally, which has said it wants Britain to remain inside the EU with "a strong voice".

    Nor is it likely to help heal rifts with his pro-European Liberal Democrat junior coalition partners.

    Cameron said he would prefer Britain, the world's sixth biggest economy, to remain inside the 27-nation EU but he also made clear he believes the EU must be radically reformed.

    A new EU must be built upon five principles, he said: competitiveness, flexibility, power flowing back to - not just away from - member states, democratic accountability and fairness.

    The euro zone debt crisis is a main reason why Britain must reassess its relationship with the wider EU. "The European Union that emerges from the Euro zone crisis is going to be a very different body," he said.

    "It will be transformed perhaps beyond recognition by the measures needed to save the Euro zone. We need to allow some time for that to happen - and help to shape the future of the European Union, so that when the choice comes it will be a real one."

    "WAFER THIN" CONSENT

    Earlier advance extracts, released last Friday when Cameron had to postpone the speech, showed he felt the EU faced three main problems: the debt crisis, competitiveness and faltering public support.

    On Wednesday, he will say that democratic consent for the EU in Britain is now "wafer thin", reflecting the results of many opinion polls that have shown a slim majority would vote to leave the bloc, as well as the success of the rival UK Independence Party that favours complete withdrawal.

    "Some people say that to point this out is irresponsible, creates uncertainty for business and puts a question mark over Britain's place in the European Union," said Cameron. "But the question mark is already there and ignoring it won't make it go away."

    Avoiding a referendum would make an eventual British exit more likely, not less, he said. This would risk bottling up resentment towards the EU, compounding people's feeling that "the EU is heading in a direction that they never signed up to".

    "Simply asking the British people to carry on accepting a European settlement over which they have had little choice is a path to ensuring that when the question is finally put - and at some stage it will have to be - it is much more likely that the British people will reject the EU."

    Many Britons resent the EU's interference in their daily lives and its "unnecessary rules and regulations", he added.

    Cameron's speech has been marked by long delays, diplomatic rows and the postponement due to the Algerian hostage crisis.
