Moody's eyeing progress of sin tax bill in PHL Congress | Economy ...

Global debt watcher Moody?s Investors Service is keeping an eye on the sin tax measure now pending in the Philippine Congress where it is up for discussions at the bicameral conference committee level.
?
Moving forward, what Moody?s wants to see ? in particular ? is how the legislated sin tax measure would impact on and sustain the government?s fiscal needs, said Christian de Guzman, Moody?s lead analyst for the Philippines, in response to an e-mailed query by reporters in Manila. ?
?
The measure seeks to increase taxes on tobacco products and alcoholic beverages over five years.
?
?We would see the actual passage of the bill as positive as it would help to increase the government?s revenues,? Singapore-based De Guzman noted.
?
?Relative to other countries with similar ratings, the Philippine government?s revenues are far lower and thus have an adverse impact on key ratios of fiscal sustainability that we monitor,? he added.
?
Last month, Moody?s upgraded its ratings on Philippine foreign and local currency long-term bonds to a notch below investment grade (Ba1 from Ba2), which confirmed the earlier ratings given by Fitch Ratings and Standard & Poor?s.
?
?I think it?s also important to note that the dimensions of the sin tax bill post-bicameral conference are as yet unclear,? said De Guzman.
?
Because the additional revenues will fund healthcare spending, the actual passage of the bill would have neutral impact on the deficit, according to Moody?s.
?
Still, the measure?s actual passage into law bodes well for the government?s efforts to improve revenues, according to the analyst.
?
Such development reflects a concrete example of the 15th Congress actually enacting a new legislation in aid of government?s finances, De Guzman added.
?
?The 15th Congress had not achieved any significant developments with regards to revenue previously, while the 14th Congress was characterized by the passage of several revenue eroding measures,? he noted.
?
The bicameral conference committee will reconcile both versions of the Sin Tax Reform Bill approved by the Senate and the House of Representatives. The Houser version seeks additional revenues of P31.5 billion in the first year of implementation and the Senate version is eyeing to raise P40 billion more in the same period. ? VS, GMA News

With GOP lawmakers flouting anti-tax pledge, is Norquist losing position of power?

Several senior Republicans are breaking ranks, willing to consider raising more money through taxes as part of a deal with Democrats to avoid a catastrophic budget meltdown.

But now, several senior Republicans are breaking ranks, willing to consider raising more money through taxes as part of a deal with Democrats to avoid a catastrophic budget meltdown.

Tennessee Sen. Bob Corker says the only pledge he will keep is his oath of office. House Majority Leader Eric Cantor says no one in his home state of Virginia is talking about what leaders in Washington refer to simply as "The Pledge," a Norquist invention that dates to 1986. Georgia Sen. Saxby Chambliss says he cares more about his country than sticking to Norquist's pledge.

It's quite an about-face for senior members of a party that long has stood firmly against almost any notion of tax increases. And while GOP leaders insist they still don't want to see taxes go up, the reality of a nation in a debt crisis is forcing some to moderate their opposition to any movement on how much Americans pay to fund their government. Republican legislators and Democratic President Barack Obama's White House are haggling vigorously as they look for ways to reach agreement on detailed tax adjustments and spending cuts before automatic, blunt-force changes occur at the new year.

"Oh, I signed it," Sen. Jeff Sessions of Alabama said on Fox News about Norquist's pledge, adding he still supports its goals. "But we've got to deal with the crisis we face. We've got to deal with the political reality of the president's victory."

The naysaying about the pledge is raising the question of whether Norquist ? a little-known Republican outside Washington ? is losing his position of power within the GOP. It's a notion he calls ridiculous.

"Nobody's turning on me," Norquist said Monday.

But he indicated he would turn on lawmakers who defy him, starting with Corker, who published an opinion piece Monday in The Washington Post outlining an alternative to the budget breakdown that includes more revenue.

"Corker was elected to the Senate because he took the pledge," Norquist said on Fox News. "He would not be a senator today if he hadn't made that commitment. If he breaks it, he's going to have to have a conversation with the people of Tennessee about his keeping his word. And the same thing with other people who are elected because they made that written commitment to the people of their state."

At the White House, spokesman Jay Carney said Monday that the shifting away from Norquist signaled an opportunity for Republicans to work with President Obama.

"They represent what we hope is a difference in tone and approach to these problems and a recognition that a balanced approach to deficit reduction is the right approach," Carney said.

Norquist, the head of the conservative Americans for Tax Reform, opposes tax increases of any kind, whether eliminating deductions, a position some GOP lawmakers say they're open to, or raising rates. He has insisted on hardline positions from lawmakers and, for years, has held outsized sway in the party for someone who does not hold public office. His pledge doesn't allow any change to the tax code that adds a dollar to revenues.

House Speaker John Boehner has called that notion unrealistic and has dismissed Norquist as "some random person."

Nevertheless, Norquist has maintained a certain level of clout for years.

Heading into the 2012 elections, 279 lawmakers had signed Norquist's' pledge, according to Americans for Tax Reform.

But some who have signed the pledge are having second thoughts. And when the new House is seated next year, no more than 212 of them consider themselves bound by the promise.

"I'm not obligated on the pledge," Corker told CBS News. "I was just elected. The only thing I'm honoring is the oath I take when I serve when I'm sworn in this January."

He's not alone in his stance on the pledge.

"When I go to the constituents that have re-elected me, it is not about that pledge," Cantor said on MSNBC. "It really is about trying to solve problems."

Chambliss, a veteran senator from Georgia, said he signed the pledge during an earlier campaign when the country's debt was nowhere near its current $16 trillion level.

"Times have changed significantly, and I care more about my country than I do about a 20-year-old pledge," Chambliss told his local television station. "If we do it (Norquist's) way, then we'll continue in debt."

"I'm frankly not concerned about the Norquist pledge," Chambliss added.

Raising taxes, whether by closing loopholes or raising tax rates, is seldom a vote-winning strategy.

President George H.W. Bush broke his campaign promise to not raise taxes; he ended up losing re-election in 1992.

Other Republicans, however, are now willing to put additional tax revenues on the table as a bargaining chip for a deal with Democrats to get changes in Social Security and Medicare and pare down federal deficits.

"I agree with?Grover, we shouldn't raise rates. But I think?Grover?is wrong when it comes to we can't cap deductions and buy down debt," Sen. Lindsey Graham of South Carolina said Sunday on ABC's "This Week."

"I will violate the pledge ? long story short ? for the good of the country, only if Democrats will do entitlement reform," he added.

Rep. Peter King of New York told NBC's "Meet the Press" on Sunday that the pledge is good for a two-year term only.

"A pledge you signed 20 years ago, 18 years ago, is for that Congress," King said. "For instance, if I were in Congress in 1941, I would have signed a support of declaration of war against Japan. I'm not going to attack Japan today. The world has changed, and the economic situation is different."

Sen. John McCain, the Republican presidential nominee in 2008, said the pledge is losing its clout.

"Fewer and fewer people are signing this, quote, pledge," he told an audience recently.

Exclusive: Banks offer to help Sony offload battery unit - sources

TOKYO (Reuters) - Sony Corp has been approached by at least three investment banks offering to sell its battery business as the struggling Japanese group looks to offload non-core assets and focus on reviving its consumer electronics business, banking sources said.

Selling the unit, which employs 2,700 people and had sales last year of $1.74 billion, would help Sony cut costs and generate cash as it restructures its operations, three people involved in the preliminary discussions told Reuters.

The company, a byword for innovative gadgetry in the 1970s and 80s, has been battered by weak demand for its TVs in a fiercely competitive market. The TV business has racked up huge losses; Sony's market value has slumped to below $10 billion and ratings agency Fitch last week downgraded the company's debt to "junk" status - a move likely to push up borrowing costs and make asset sales more attractive.

CEO Kazuo Hirai has pledged to rebuild Sony around gaming, digital imaging and mobile devices, while nurturing new businesses such as medical devices. He is axing 10,000 jobs, closing facilities and selling assets. Any disposals would be part of a broader "garage sale" by Japan's leading electronics groups that are hurting in weak markets and tight financing.

Potential buyers for Sony Energy Devices Corp - founded in 1975 as Sony-Eveready, a joint venture with Union Carbide Corp - could include Taiwan's Hon Hai Precision Industry and BYD Co Ltd, a Chinese carmaker backed by billionaire investor Warren Buffett, said one of the sources. Hon Hai is also in negotiations to become rival TV maker Sharp Corp's biggest shareholder.

FOREIGN INTEREST

Despite a strong yen, interest is likely to come mainly from potential foreign buyers, said the sources, who did not want to be named as the talks are private.

Selling the business overseas may not go down well with a Japanese government that in the past has kept technology at home by promoting alliances between local producers. Panasonic Corp, NEC Corp and Hitachi Ltd also make lithium-ion batteries, though the firms' fabrication technology differs.

Sony declined to comment on the possible sale of the business, which makes lithium-ion batteries used in smartphones, tablets and PCs. "At our corporate strategy announcement in April, (Hirai) said we would explore possible alliances in E-vehicle batteries and battery storage," said spokesman George Boyd.

As with TVs, Sony has struggled to compete against South Korean rivals in a battery business that is worth $18 billion a year. The small cells that power mobile devices now account for around 60 percent of the market, ahead of those used in cars and electrical tools, according to research company IHS iSuppli.

While lithium-ion battery demand has steadily expanded with the boom in mobile consumer electronics, severe price competition has resulted in razor thin margins that favor large-scale manufacturers with weak local currencies.

"The battery business is a prime example of the company's loss-making and unwanted assets. It doesn't make sense for them to keep it," said one of the banking sources.

FALLING MARKET SHARE

As Hirai doubles down on Sony's strength in consumer electronics, the company has sold a chemicals company, with 2,900 workers, and may also let go its U.S. headquarters building in New York go. At the same time, it has spent close to $2 billion on a U.S. game clouding company and a stake in medical equipment maker Olympus Corp.

Sony produced 74 million lithium-ion battery cells in July-September - almost 40 percent fewer than in the first quarter of 2008, when its output topped Samsung SDI Co Ltd's 110 million and LG Chem Ltd's 54 million, according to Techno System Research in Tokyo. Sony's market share is now 7 percent, dwarfed by Samsung SDI's 27 percent, Panasonic's 21 percent and LG Chem's 17 percent.

Sony's battery unit, which also makes button batteries for watches and smaller appliances and optical devices, has three factories in Japan and two overseas assembly plants in China and Singapore. It has yet to enter the more lucrative business for automotive batteries.

In its most recent filing, Sony valued the battery unit's fixed assets, including production sites and machinery, at 52 billion yen ($633 million). Under Sony's accounting rules, asset sales are typically booked as operating profit.

The cost to protect $10 million of Sony debt against default for five years has edged higher this week to almost $400,000. The CDS spreads had tumbled earlier this month - from above 480 basis points - after Sony said it would raise 150 billion yen ($1.9 billion) through a sale of convertible bonds.

Blawg 100 Again (And the Hall of Fame) ? New York Personal Injury ...

The ABA Journal has named this little corner of cyberspace, once again, to its annual collection of the 100 ?best? law blogs in the country. Yes, of course ?best? is in quotes, given that the apples to oranges comparisons are so highly subjective

And then the ABA went one step further and inducted me into its brand new Hall of Fame, along with nine others. While I?m flattered to be thought of, I?m also a bit embarrassed.

You see this blog hasn?t really seen a lot of posting this year, which the ABA acknowledged when it named me:

Eric Turkewitz?s blog remains a great source for news and commentary from a plaintiffs-side tort lawyer. He may not be blogging as often as in years past, but when he does, it?s worth reading. Despite the name, it?s not all personal injury law; he talks about topics as diverse as politics, long-distance running, legal outsourcing and online extortion.

Frankly, I thought the chances of this happening were somewhere around zero and sub-zero. Back in March, I knew I would slow down as I had a busy year ahead, and I assumed the ABA would be looking for some fresh blood. I even tried to help, giving yet another set of tips to aspiring bloggers?at a conference and announced a bounty on my own head:

If I persuade just one person to write a blog that addresses important legal issues, such that judges and legislators take note of it, I will be ecstatic.

And if one person in that group writes a blog that displaces me from the?ABAJournal Blawg 100, I will be deliriously ecstatic. And donate $500 to a suitable civil justice charity of his or her choice.

Thanks to the ABA, that bounty goes unclaimed.

In October, I gave some of the reasons for slowing down, and noted other things in life that take precedence. I can only write when I feel the emotion to write. I can?t, and won?t, be forced to do it, and I won?t do it when other things in life press in on me. Crap is produced when people feel like they have to write something just for the sake of it.

At the moment I?ve only skimmed this year?s subjective list, as work presses on. But the inevitable problem exists of trying to compare one blog to another to create such lists, because you can?t, for example, compare?Howard Bashman?s How Appealing aggregation of appellate decisions with the constitutional analysis of SCOTUSblog. That is just?silly. Both are meritorious, but they really can?t be compared in beauty pageant type voting (which the ABA encourages).

But the Blawg100 list does have value in that it can point readers to new blogs that they might not have noticed before, such as the Philly Law Blog ? by two young lawyers with a fearless candor, acknowledging that they are young pups that are just learning. These are the kinds of guys that mentors love, the type who ask questions, work hard and don?t try to bluff with bad answers. And from Kansas there is Eric Mayer?s Unwashed Advocate, focusing on military law. How can you not like a law blog that says this on its home page:

Do you have legal problems? Reading this blog will not help. In fact, it will probably make them worse, and it will definitely make you feel worse. You don?t want that. If you think you may need legal representation, find yourself a good lawyer?preferably one who is recommended by other lawyers.

If you want to vote in the beauty pageant ? I?m in the Torts category ? you can do so at this link. I?ve never ?won? before and I don?t expect to this time. In the past I?ve trotted out Paris Hilton to campaign for me, and it didn?t seem to help. After three tries, I?m done with Paris. As you can tell, I take this very seriously, and you can read the reason why if you want.

Now on to the Hall of Fame, leading with ?bit of history. In the first year of the ABA Blawg 100 listing, there wasn?t a single personal injury lawyer on the list. I wasn?t mad that I didn?t make it; I was ticked off that no one did. And I said so while listing many worthwhile candidates.

The Hall of Fame lists 10 blogs, and I assume more will follow in the ensuing years. The list is, of course, very subjective. The giants of the legal blogosphere are there in the form of Above the Law, Volokh Conspiracy, and SCOTUSblog. Also there are: Simple Justice, How Appealing,?Robert Ambrogi?s LawSites, Patently-O, My Shingle, Legal Profession Blog, For reasons I still haven?t figured out, they tucked me in there also. Maybe seeing my face on the side of a bus did it.

Frankly, with a list like that, I?m particularly glad that there?s no voting. Even in a beauty contest, I would hate to come in last.

Computer catches nasty virus ? Help Desk saves the day - USF Blogs

After Thanksgiving Weekend, I realize I?m thankful for a few things. First, I?m thankful I work in the ITS department where I had the opportunity to interview some great minds about computer protection and security. Second, I?m thankful my computer continues to live after the virus it caught this weekend. And finally, and perhaps what I?m most thankful for, is the amazing staff of the ITS Help Desk, for without them I may have a very different attitude when blogging today.

I don?t know what I clicked on, but somehow on Saturday night Win 7 Antispyware 2012 suddenly started running a scan on my computer and found 18 worms! ?That?s weird,? I thought to myself, ?because I?ve never installed any anti-spyware called Win 7 on my computer.?

After Win 7 kindly pretended to scan my computer and found an astonishing number of fake worms, a webpage popped open warning that if I did not buy their suggested $60 anti-spyware (or their deluxe package for only $10 more) my computer might explode. Okay, it never told me my computer would explode but it provide a list of other ominous threats.

When I tried to pull up my own legitimate, pre-downloaded anti-spyware (available for free courtesy of the USF eStore) I couldn?t access it. When I tried to access my patching program Secunia (once again, available for free courtesy of the USF eStore), I couldn?t access that either. Clicking on my file directory icon did nothing; no Microsoft Office products worked either. When I clicked on anything a warning popped up asking if I was sure I wanted to continue unprotected. I was locked out of my own computer. Win 7 won this round.

Don?t let the fact that I work at the ITS department fool you; I?m no tech guru. I?m going to be perfectly honest: I may have been more a threat to my own computer than that virus was. After a little bit of research told me how vicious this virus was, I thought it best to appeal to the tech expertise of the USF Help Desk Staff rather than try my own hand at it.

The next day was Sunday but I knew I had nothing to fear. Thanks to the newly adjusted ITS Help Desk Hours, I knew that if the library was open an ITS staff member would be there to assist. ?A student worker immediately put my computer into safe mode and started running scans. When the scan shut itself down halfway through, he patiently started again, found a couple Trojans, deleted them, and started the scan over again.

When their shift changed, he efficiently explained the issue to the staff member taking over. She continued to work with me and, despite my computer shutting down several times before it could ever fully complete a scan, she calmly started it again. It took a few hours, but while she worked, I studied in a different part of the library. She occasionally called me to check-in and update me on the progress.

When my computer was finally restored to its healthy self, she explained how the scan worked, how I could run it on my own, and how to switch my computer to safe mode if such a thing were to happen again.

I?m sure my ramblings seem a bit arbitrary to you lucky people whose computers haven?t been affected in this way, but the point of this digression is to show that even if you have great anti-spyware, keep your programs patched, and are employed by the ITS department, you?re still susceptible to malicious programs and the people who create them. So make sure you?re always up-to-date on everything and even after all that, if something still happens, thank your lucky stars for the Help Desk.

Smelling a white odor

ScienceDaily (Nov. 22, 2012) ? You can see the color white; you can hear white noise. Now, Weizmann Institute researchers show that you can also smell a white odor. Their research findings appear online this week in the Proceedings of the National Academy of Sciences (PNAS).

The white we see is actually a mixture of light waves of different wavelengths. In a similar manner, the hum we call white noise is made of a combination of assorted sound frequencies. In either case, to be perceived as white, a stimulus must meet two conditions: The mix that produces them must span the range of our perception; and each component must be present at the exact same intensity. Could both of these conditions be met with odors, so as to produce a white smell? That question has remained unanswered, until now, in part due to such technical difficulties as getting the intensities of all the scents to be identical.

A research team in the Neurobiology Department, led by research student Tali Weiss and Dr. Kobi Snitz, both in the group of Prof. Noam Sobel, decided to take up the challenge. They began with 86 different pure scents (each made of a single type of odor molecule) spanning the entire "smell map," diluted them to obtain similar intensities and then created blends. Each blend contained a different mixture of odors from various parts of the smell map. These blends were then presented in pairs to volunteers, who were asked to compare the two scent-blends.

The team discovered that the more odors that were blended together in the paired mixtures, the more the subjects tended to rate them as similar -- even though the two shared no common components. Blends that each contained 30 different odors or more were thought to be almost identical.

The researchers then created a number of such odor blends, giving them a nonsense name: Laurax. Once the subjects were exposed to one of the Laurax mixes and became accustomed to the smell, they were exposed to new blends -- mixtures they had not previously smelled. They also called some of these new blends "Laurax," but only if those contained 30 or more odors and these encompassed the range of possible smells. In contrast, mixtures made of 20 scents or fewer were not referred to as Laurax. In other words, Laurax was a white smell. In a follow-up experiment, volunteers described it as being neutral -- not pleasant, but not unpleasant.

"On the one hand," says Sobel, "The findings expand the concept of 'white' beyond the familiar sight and sound. On the other, they touch on the most basic principles underlying our sense of smell, and these raise some issues with the conventional wisdom on the subject." The most widely accepted view, for instance, describes the sense of smell as a sort of machine that detects odor molecules. But the Weizmann study implies that our smell systems perceive whole scents, rather than the individual odors they comprise.

Also participating in the research were Adi Yablonka in the group of Prof. Noam Sobel and Dr. Elad Schneidman, also of the Neurobiology Department.

(AP) ? A natural gas explosion that injured 18 people and damaged 42 buildings in Springfield's entertainment district was blamed Sunday on a utility worker who accidentally punctured a high-pressure pipeline while looking for a leak.

State Fire Marshal Stephen Coan said the Friday night blast in one of New England's largest cities was caused by "human error." He didn't name the Columbia Gas Co. worker who pierced the pipe while responding to reports of a gas leak.

The worker damaged the underground pipe while using a metal probe to locate the source of the leak, Coan said. A flood of gas then built up in a building that housed a strip club, and some kind of spark touched off the blast, officials said.

Coan said the employee was following older markings on a sidewalk that indicated the location of the gas line. He appeared to be an appropriate distance from the line, but the markings were incorrect and the worker accidentally punctured the pipe.

A message left for a Columbia Gas spokeswoman wasn't immediately returned. Columbia Gas, a subsidiary of public company NiSource Inc., announced earlier Sunday that it planned to open a claims center for residents and businesses affected by the explosion at City Hall on Monday.

Preliminary reports showed the blast damaged 42 buildings housing 115 residential units. Three buildings were immediately condemned, and 24 others require additional inspections by structural engineers to determine whether they are safe. The building that housed the Scores Gentleman's Club was completely destroyed.

After the pipe was ruptured, authorities evacuated several buildings. Most of the people injured were part of a group of gas workers, firefighters and police officers who ducked for cover behind a utility truck just before the blast. The truck was demolished.

Some officials said it was a miracle no one was killed. Springfield Fire Commissioner Joseph Conant praised the actions of city firefighters.

"The firefighters did an excellent job evacuating the area which certainly prevented additional civilian injuries and saved many lives," Conant said.

Columbia Gas officials have been cooperating with investigators and have determined that there are no more gas leaks in the neighborhood, Mayor Domenic Sarno said.

Coan said the investigation is being turning over to the state Department of Public Utilities. It's not clear whether investigators will ever be able to determine what caused the spark that ignited the explosion.

Springfield, which is 90 miles west of Boston and has about 150,000 residents, is the largest city in western Massachusetts. It's known as the home of the Basketball Hall of Fame, which is not near the blast site.

The city has been rebuilding from damage caused by a tornado in June 2011.

Georgia Football: No. 3 Bulldogs Keep BCS Title Hopes Alive, Blow Out Georgia Tech, 42-10

ATHENS, Ga. ? The Georgia Bulldogs collected a trophy at midfield for another win over their state rival, then got some encouragement from the governor in their quest for a bigger reward.

No. 1.

Aaron Murray threw two touchdown passes, Todd Gurley and Keith Marshall each ran for a pair of TDs, and third-ranked Georgia stayed right in the thick of the national championship race with a 42-10 rout of Georgia Tech on Saturday.

Gov. Nathan Deal presented the "Governor's Cup" to the Bulldogs (11-1) after they beat the Yellow Jackets for the 11th time in 12 years. He congratulated both teams on a "great game" (a bit of a stretch, to say the least) before turning toward the jubilant Georgia players.

"Keep up the good work," Deal said. "We're looking for a national championship."

Georgia is two wins away.

The Bulldogs will face No. 2 Alabama for the Southeastern Conference championship in Atlanta next Saturday. The winner of that contest will likely advance to play in the BCS title game on Jan. 7.

"All that matters is this game," Georgia linebacker Christian Robinson said, looking ahead to facing the defending national champion Crimson Tide. "This is everything. This is what you play for."

Georgia Tech (6-6) didn't put up much of a fight. This one was a laugher right from the start as the home team scored just over a minute into the game, built a 28-3 halftime lead and was up 42-3 before the Yellow Jackets scored a meaningless TD in the fourth quarter.

"It was a pretty good thumping," Georgia Tech coach Paul Johnson said. "We could not slow them down at all, which has been a recurring theme the last few times we've played them, and we couldn't finish drives offensively."

Murray completed 14 of 17 for 215 yards, becoming the first quarterback in SEC history to pass from more than 3,000 yards in three straight seasons.

Gurley finished with 97 yards on 12 carries and now has 14 touchdowns on the season, one shy of Herschel Walker's school freshman record set in 1980. Marshall, also a freshman, piled up 66 yards on just seven carries.

The Bulldogs certainly didn't look like a team that was looking ahead to Alabama.

"You don't do that when you're playing Georgia Tech," coach Mark Richt said. "This game means a lot for us. Our coaches prepared hard, they were diligent, and the players took to the coaching. I thought we played a superb game. I'm so proud of everybody. I could not have asked for a better today."

Bacarri Rambo and Alec Ogletree came up big for the Georgia defense. Rambo stripped the ball away at the Georgia 1 to stop the Yellow Jackets' first possession, as well as grabbing his 16th career interception to tie Jake Scott's school record. Ogletree had 15 tackles, several of which were downright brutal and the highest total by a Georgia defender this season.

For good measure, the Bulldogs ran their season total to 456 points, breaking the school scoring mark set by the 2002 SEC championship team.

"We put our foot on the pedal from the start didn't let up the entire game," said receiver Rhett McGowan, who hauled in one of Murray's touchdown passes.

Georgia Tech, amazingly enough, still has a chance to win the Atlantic Coast Conference title next weekend and earn a BCS bowl bid. The Yellow Jackets clinched a spot in the championship game against No. 10 Florida State after Miami pulled out from postseason consideration, hoping to lessen the blow from a pending NCAA investigation.

The Yellow Jackets won't have any chance of beating the Seminoles if they don't turn in a much better effort than this.

"Well, I look at it like another opportunity," Johnson said. "We'll see how they respond. You don't get those opportunities very often, so you need to take advantage of them."

Malcolm Mitchell returned the opening kickoff 47 yards to the Georgia Tech 44, and the rout was on. Murray completed an 11-yard pass to Gurley, Gurley broke off a 15-yard run, Murray hooked up with Arthur Lynch on a 15-yard pass, and Gurley ran 3 yards for the score. Four snaps, and it was 7-0. The game was 63 seconds old.

Georgia Tech appeared to be moving for a tying touchdown on its first possession. With nine straight runs, the Yellow Jackets ripped off five first downs and had the ball at the Georgia 20. Robert Godhigh tried to take it in from there, breaking tackles and staying on his feet all the way to the 1. But Rambo snatched the ball away before Godhigh got to the end zone, returning it 49 yards to midfield.

This time, the Bulldogs needed less than 3 minutes to put another touchdown on the board.

Gurley had runs of 15 and 10 yards, Murray passed to Mitchell for a 16-yard gain, and Gurley made it 14-0 with a 1-yard plunge.

Before the half was done, Georgia tacked on two more scores: Marshall's 15-yard run and Murray's 11-yard pass to McGowan. The Yellow Jackets ran for 220 yards in the first two quarters, but all they had to show for it was Chris Tanner's 38-yard field goal.

Georgia Tech's misery was epitomized by its final possession of the half. After another extended drive ? 13 plays covering 56 yards ? the Yellow Jackets had to settle for a field goal try on the last play. Tanner's 36-yarder was wide right by a good 10 yards, the almost entirely red-clad crowd letting out a sarcastic cheer.

Georgia piled it on in the third quarter. Jay Rome hauled in a 24-yard touchdown from Murray and Marshall scored for the second time, sprinting around right end for a 17-yard TD.

The Yellow Jackets had another miserable defensive effort, giving up more than 40 points for the sixth time this season.

"We've got to stick together because some guys were fading apart during the last bit of the game," linebacker Quayshawn Neely said. "We've got to stick together and hold tight because we've got something big coming up next week."
